Villa Somalia Consultations Underway on New Federal Administrative Plan for Somaliland Regions

Mogadishu – Somalia’s Federal Government is reportedly developing a new plan to appoint regional governors who would report directly to the Federal Government, with the proposed appointments targeting the northern regions of Awdal, Woqooyi Galbeed and Togdheer.

Sources cited by the Somali outlet Raxanreeb, described as close to Villa Somalia, said President Hassan Sheikh Mohamud has discussed the proposal with Somali diplomats and experienced political figures, who have offered advice on how the government could approach the political situation in Somaliland.

According to the same sources, the president has been urged to establish a special committee tasked with advancing a federal member state formation process in the north, aimed at creating a constitutionally grounded administrative framework aligned with Somalia’s federal system.

The reported discussions come amid heightened political tensions in Somaliland, including internal disputes and growing opposition among some communities to the secessionist project. The sources also point to increased public scrutiny of Somaliland’s external engagements, including reported contacts involving Israel.

Pressure on Somaliland has also intensified since the establishment of SSC-Khaatumo following heavy fighting in Las Anod, where civilians were killed during clashes between Somaliland forces and local residents, further deepening political divisions in the north.

Separately, Borama in Awdal region has reportedly seen demonstrations and public unrest opposing Somaliland’s administration. Local residents, particularly communities in Awdal, have voiced support for the idea of forming an “Awdal State” administration that would align directly with Somalia’s Federal Government.

The Awdal State initiative has faced delays in the past, but observers say the current political climate could accelerate efforts to formalise it.

Overall, these developments signal a potentially significant shift in northern Somalia’s political landscape, with possible implications for national unity, state formation efforts and Somalia’s wider political trajectory.
