MOGADISHU — Members of the House of the People of Somalia and the Upper House of the Federal Parliament of Somalia are on Wednesday making a third consecutive attempt to convene a joint parliamentary session to deliberate on constitutional reforms, after the previous two sittings failed to proceed due to persistent disorder.
The session is expected to focus on Chapters Five through Nine of the Provisional Constitution, which have become a source of heightened political disagreement within the legislature.
Lawmakers from both chambers of the Federal Parliament of Somalia have been formally instructed to attend the sitting, with the exception of several Members of Parliament and Senators who have been temporarily suspended from parliamentary proceedings following disciplinary action.
Speaking during the most recent sitting at Villa Hargeisa, parliamentary leadership said consultations were ongoing with the suspended lawmakers whose actions had prevented the session from opening, in an effort to resolve the impasse and restore legislative order.
More than 35 members of the House of the People remain under suspension, creating uncertainty over whether the session will meet the required quorum. It remains unclear whether the suspended lawmakers will comply with the disciplinary measures or whether their absence will once again prevent the session from formally convening.
