Hassan Sheikh Mohamud Grants Full Tax Exemption for Humanitarian Aid

The President of the Federal Republic of Somalia, Hassan Sheikh Mohamud, has announced a comprehensive tax exemption on all humanitarian supplies, equipment, and services entering the country, as part of intensified efforts to address Somalia’s worsening humanitarian crisis.

The announcement was made during the President’s visit to the Somali Disaster Management Agency and the National Emergency Operations Centre, where he reaffirmed that the federal government has designated drought response as its highest national priority.

President Mohamud stated that all government institutions are now mandated to treat the drought emergency as their primary mission, underscoring the urgency of rapid and coordinated action to save lives. He said the effectiveness of the response would be measured by speed, efficiency, and the removal of obstacles to aid delivery.

As part of the directive, the President ordered the immediate streamlining of humanitarian assistance procedures, including a total exemption from taxes and duties on all humanitarian-related imports and services entering Somalia.

According to current assessments, an estimated 4.4 million people across Somalia are facing severe food insecurity, driven by prolonged drought conditions and environmental shocks.

The President also appealed for national unity and international support, emphasizing that the scale of the crisis exceeds the capacity of government alone. He called on the private sector, local communities, and international partners to contribute resources and support affected populations.

He described the situation as a moment of collective responsibility, urging Somalis and partners alike to stand in solidarity with communities most impacted by the drought and to act decisively to mitigate further humanitarian suffering.
