Somali Cabinet Sets Mogadishu Municipal Elections for November 30, 2025

Mogadishu – The Council of Ministers of the Federal Government of Somalia held its weekly meeting today, chaired by Acting Prime Minister and Deputy Prime Minister Salah Ahmed Jama.

The session focused on several national priorities, including the advancement of the electoral process, the management of local governments, and the approval of key national laws and agreements.

The National Independent Electoral Commission (NIEC) and the Boundaries and Federalization Commission briefed the Cabinet on ongoing preparations for the upcoming one-person, one-vote elections, particularly the voter registration phase in the Benadir Region.

According to the Commission’s update, the Municipal Council elections for Mogadishu are scheduled to take place on November 30, 2025, based on the provisional voter registration list currently being finalized.

In addition, the Cabinet approved a proposal from the Ministry of Interior, Federal Affairs and Reconciliation regarding the classification of Benadir districts, in line with the electoral law that defines the administrative hierarchy of districts.

Under the new classification:
Category A districts include Hodan, Yaqshid, Deynile, Karaan, Dharkenley, Wadajir, Warta Nabadda, Heliwaa, and Howl-wadaag.
Category B districts include Waaberi, Shibis, Xamar Jajab, Boondheere, Xamar Weyne, Abdiaziz, and Shangani.

Furthermore, the Council of Ministers approved four major legal instruments:

  1. The regulation of the National Institute for Security and Strategic Studies,
  2. The Somali Police Bill,
  3. The Transboundary Rivers and International Lakes Protection and Utilization Agreement, and
  4. The regulation governing the establishment of National Fishing Companies.

The decisions reflect the government’s ongoing efforts to strengthen governance, uphold the rule of law, and advance Somalia’s democratic and institutional development agenda.
