Opposition Races on Elections Amid Deadline Pressure

The Council for Somalia’s Future, alongside other opposition politicians in Mogadishu, has formally initiated discussions on a proposed new electoral model described as a “hybrid” system, distinct from the two previous frameworks used in Somalia.

The meeting, currently taking place in the capital, is focused on identifying an electoral approach that can achieve broad political consensus, while taking into account existing security, political, and technical challenges.

Sources indicate that opposition groups are working to consolidate a unified position to present to international partners involved in mediation efforts. The proposed model is said to combine elements of both indirect and direct voting systems, aiming to balance the interests of different political actors.

The initiative is intended to prevent further disputes that could delay the electoral process. Journalists at the meeting report that the proposed system would grant a meaningful role to federal member states and traditional elders, while also opening a pathway for Somalia’s eventual transition to a one-person, one-vote electoral system.

Meanwhile, representatives of the international community, who have held separate meetings with Hassan Sheikh Mohamud and opposition leaders, have expressed concern over the limited time remaining before the end of the president’s term on 15 May. They have urged Somali political stakeholders to engage in urgent and constructive dialogue to agree on an inclusive electoral framework and avoid a potential political crisis.

The opposition is expected to announce a unified position in the coming days, a development that could pave the way for formal negotiations between the government and opposition groups.
