MOGADISHU – The Himilo Qaran party, led by former President Sheikh Sharif Sheikh Ahmed, has accused the Federal Government of Somalia of presiding over systematic abuses in Mogadishu, including the forced eviction of poor and displaced communities to facilitate what it describes as illegal land grabs.
In a press statement, the party said that “widespread violations” are continuing in the capital, particularly targeting low-income residents and internally displaced people, with the Somali National Army allegedly being deployed to remove them by force.
Himilo Qaran stated that it has received credible information indicating that individuals holding direct authorization from President Hassan Sheikh Mohamud are involved in a new wave of land seizures in areas beyond the original settlements of affected communities. According to the statement, these activities amount to “unlawful expropriation” of land under the cover of state authority.
The party expressed strong concern over what it termed a “disturbing disregard for conscience” and the misuse of government power, noting that security forces mandated to safeguard citizens are instead being used to “intimidate and uproot” vulnerable populations who had already been complaining for years about land theft and legal irregularities in Mogadishu.
Himilo Qaran also cited complaints from officers of the armed forces and their families residing in Xamar-Jajab district and the Sarandi, Sheelare, Buula-weekiyo and Fardoley neighbourhoods. Those families, the party said, view the ongoing forced evictions as evidence that the President has overstepped the bounds of lawful authority and engaged in actions that harm both ordinary citizens and the very members of the national army who serve the public.
The party called on the federal government to immediately halt what it described as abuses against vulnerable communities, to review and reform land administration and allocation procedures, and to end the use of the national army in operations that result in the forced displacement of poor Somali citizens.
Himilo Qaran further urged Somali society, civil actors and community leaders to work together to resist illegal land grabbing, warning that such practices pose a serious threat to security, social cohesion and long-term stability in the capital.
