MOGADISHU — The Somali Salvation Council, an opposition coalition comprising the regional administrations of Puntland and Jubbaland, has formally addressed a series of diplomatic notes to the international community, including the United Nations and multiple foreign embassies, outlining its grave concerns over the prevailing political and security situation in Somalia.

In the correspondence, the coalition alleges that military hardware and equipment have been diverted for use in internal political disputes and therefore demands the reimposition of the United Nations arms embargo on Somalia. The council further calls upon the UN and international stakeholders to spearhead an all-inclusive political dialogue process that brings together all parties affected by the current crisis.

The opposition also insists that any political agreement reached through such dialogue must be underpinned by international guarantees and a robust enforcement mechanism to prevent a recurrence of past failures in implementing peace accords. The letters highlight deep apprehensions regarding election-related disputes, constitutional review processes, and the broader trajectory of Somalia’s political system.

The Somali Salvation Council has previously taken part in international mediation efforts, including the Kampala talks on the future of foreign security forces in Somalia, during which it proposed an interim electoral management framework. The council argued then, as it does now, that the federal government’s mandate has expired and that the government lacks the impartiality required to oversee a credible electoral process.

This latest diplomatic push comes at a time of persistent friction between the Federal Government of Somalia and opposition factions over electoral timelines, constitutional amendments, and the management of political transition. Should the council’s appeals gain traction within international circles, Somalia could enter a renewed phase of mediated dialogue. However, the federal government and other key actors continue to maintain divergent positions on how to resolve the deepening political impasse.
