Somalia’s Parliament to Vote on Final Constitution Chapters

The Federal Parliament of Somalia is expected to vote on the final chapters of the country’s Provisional Constitution, marking a significant milestone in the long-running constitutional review process.

According to parliamentary sources, members of both Houses—the House of the People and the Upper House—have concluded deliberations on the remaining constitutional provisions and are preparing to proceed to a formal vote. The chapters in question have undergone the required readings and extensive debate during recent sittings.

Sources further indicate that Parliament intends to enter recess for the Holy Month of Ramadan. However, the vote on the outstanding constitutional chapters is scheduled to take place before lawmakers adjourn. Upon completion of the voting process, the leadership of the Federal Parliament is expected to formally grant Members of Parliament and Senators a recess covering Ramadan and the Eid al-Fitr holiday.

The finalisation of the Provisional Constitution has been a protracted process spanning several years. Dedicated committees—including both independent constitutional bodies and parliamentary review committees—have been engaged in drafting, revising, and consulting on the text. The process has involved multiple stages of review, public discourse, and legislative scrutiny before the draft chapters were formally tabled for debate in Parliament.

Despite progress, the constitutional review process has not been without controversy. A number of Members of Parliament and Senators have expressed opposition to aspects of the review, raising procedural and substantive concerns. Some were previously suspended from parliamentary sessions following disruptions during earlier debates. Those members were reportedly absent when the draft chapters were tabled and discussed in the most recent sittings.

The anticipated vote is widely viewed as a critical step toward completing Somalia’s long-awaited constitutional framework, which is central to advancing federal governance, political stability, and institutional reform.
