Mogadishu — The Federal Government of Somalia has expressed strong concern over reported engagement between Israel and Somaliland, warning that any direct contact with the self-declared region outside the authority of Mogadishu violates Somalia’s sovereignty and territorial integrity.

In a statement, the Ministry of Foreign Affairs said the Federal Republic of Somalia remains the only internationally recognised sovereign authority over the country and the sole body legally empowered to conduct foreign relations on behalf of Somalia.

“The Federal Republic of Somalia views any such engagement as a violation of its sovereignty, unity, territorial integrity and constitutional order,” the ministry said. “Somalia remains a sovereign and internationally recognised state, and the Federal Government is the only legitimate authority mandated to represent the country in international relations.”

The ministry added that any political, diplomatic or other form of engagement with Somaliland that bypasses the Federal Government is contrary to international law and carries no legal or political effect.

Somalia urged the United Nations, the African Union, the Arab League, the Organisation of Islamic Cooperation, IGAD and international partners to respect Somalia’s sovereignty and territorial integrity, and to condemn any actions that could undermine the country’s unity and stability.

The government also said it reserves the right to take all necessary legal, diplomatic and other appropriate measures to defend Somalia’s sovereignty, territorial integrity and national unity.

Despite its strong objection, the ministry said Somalia remains committed to peaceful dialogue, regional stability and constructive relations with international partners. However, it stressed that Mogadishu will not accept any action that violates Somalia’s sovereignty or threatens the unity of the Somali people.
