Somali Parliament Approves Independent Human Rights Commission amid Concerns from Rights Groups

The House of the People of the Federal Parliament of Somalia has officially approved the formation of the Independent National Human Rights Commission, marking a major step forward in strengthening Somalia’s human rights framework.

Out of all members present, 142 Members of Parliament voted in favour, while one MP abstained, according to the Speaker of the House. The newly appointed commissioners were sworn in before the 11th Parliament and will now begin their mandate to oversee and promote human rights across the country.

Somalia’s Minister of Women and Human Rights Development, Khadiija Mohamed Al-Makhzoumi, welcomed the parliamentary endorsement, describing it as a new national milestone.

“I thank the Members of Parliament for approving the Independent National Human Rights Commission in such an honourable manner,” said Minister Al-Makhzoumi. “This is a great victory for the Somali people and a historic moment for our nation. As Minister, it is an honour to be part of writing this chapter in Somalia’s history.”

She added that the commission’s establishment follows a long and dedicated process, and its approval sends a strong signal to the international community that Somalia is committed to advancing human rights and democratic governance.

“The swearing-in and approval of this commission, together with Somalia’s recent success at the UN Human Rights Council session in Geneva, represent a series of ongoing achievements by the Dan Qaran government—both in international engagement and in building strong national institutions,” she noted.

The re-establishment of the Independent National Human Rights Commission comes just days after Somalia regained its membership at the UN Human Rights Council in Geneva. The focus now turns to how the newly approved commission will fulfil its mandate and contribute to promoting and protecting human rights across the country.
