The Federal Government of Somalia has raised concern over the growing misuse of social media platforms to disseminate clan-based incitement and heighten political tensions across the country.
Speaking on the issue, the Deputy Minister of Information, Culture and Tourism, Abdirahman Yusuf Al-Adaala, described what he termed a disturbing trend in Somalia’s digital space, where online platforms are increasingly being used to revive and amplify clan grievances.
He cautioned that social media has evolved into a critical arena in which divisive narratives are rapidly circulated, contributing to inter-clan polarization. According to the Deputy Minister, the unchecked spread of inflammatory content risks undermining national cohesion and stability.
“We must find ways to guide our citizens toward responsible and constructive use of social media,” Al-Adaala stated, noting that certain online activities have the potential to inflame tensions rather than foster dialogue.
The Ministry indicated that Somalia’s high mobile connectivity, coupled with limited digital literacy, has created vulnerabilities that can be exploited to propagate harmful narratives. Officials underscored the urgent need to strengthen digital literacy initiatives and promote responsible online engagement, particularly among youth.
The government is reportedly considering public awareness campaigns and educational programs aimed at encouraging positive digital participation. In addition, policymakers are reviewing potential regulatory frameworks designed to discourage the use of offensive and inciting language online while safeguarding freedom of expression.
Al-Adaala also highlighted concerns over some diaspora-based influencers who, while residing abroad, use platforms such as TikTok and Facebook to amplify clan-based rhetoric without facing direct local consequences.
The Deputy Minister emphasized that the government’s intention is not to curtail legitimate expression, but to foster a shift toward constructive discourse that supports national unity and social cohesion.
The statement comes amid broader discussions on the role of digital platforms in shaping political and social dynamics in Somalia.
